Robert Looper

Robert Looper has served as Project Manager for over $1 billion in new project ventures including gas fired power plants, conventional and pumped storage hydroelectric facilities, water resource and civil works developments, and civil infrastructure projects.  Mr. Looper has extensive experience with primary responsibility for project developments including planning and siting studies, feasibility assessment, regulatory permitting, engineering, financing, construction and project operations.  Previous experience includes management positions in Water Resources and Hydroelectric Development for 7 years with HDR Engineering; Vice-President of Development for CPS, Inc., Project Manager for Woods Creek, Inc. (Private Independent Power Producer); and Project/Operations Manager for the Malacha Hydro Limited Partnership. 

 
 
Kitty Looper

Ms. Looper is the Business Manager and co-owner of Summit Engineering.  Kitty is a Civil Engineer with  6 years experience working for the US Army Corps of Engineers in Omaha , NE and the Snohomish County PUD (SnoPUD) in Everett, WA.  Ms. Looper has significant experience in completing planning studies and environmental assessments of water resources and hydroelectric facilities.  Kitty has particular expertise in preparing and facilitating public information programs and workshop sessions.  As a Project Manager for the SnoPUD, Kitty was responsible for completion of an Environmental Impact Statement for siting a new hydroelectric facility on the Skykomish River in Washington State.  Ms. Looper directed the public information program including interface with resource agencies and responsibility for development of mitigation plans including negotiation with individual land owners.  Other experience includes dam safety inspections, hydrology/hydraulic analysis, and energy planning studies.

Summit Engineering was formed in 1995 to provide consulting services for the management and development of civil, water and energy resources.  The Principal of Summit Engineering is Robert Looper, a professional engineer with over 25 years of experience in the planning, engineering and construction of civil infrastructure, water and energy projects.  Summit Engineering works in conjunction with several leading power developers in the independent energy industry with over 3,000 MW of power plants constructed in the United States.  Summit Engineering is uniquely qualified to provide consulting services in the following areas: 

  •  Project Management from initial conceptual siting through Financing, Engineering Design, Construction & Operations.
     

  •  Water Resources/Civil Works engineering including hydrologic assessments, site grading and drainage plans, development and conveyance of water supplies, planning and design of water storage complexes.
     

  • Power planning including market assessments, analysis of system and resource specific power sales, independent power marketing, energy audits and integrated resource planning.

Summit Engineering, located in Boise, ID was established in 1995 by Robert and Kitty Looper, 1978 graduates in Civil Engineering from Colorado State University.  Mr. Looper is a Registered Professional Engineer in the State of Idaho.

Lianggao Liu

Mr. Liu is a mechanical engineer with over 18 years experience in the planning, engineering and construction of water resources and energy projects.  Mr. Liu is has a significant background in fluid mechanics including hydrologic and hydraulic analysis of river and reservoir systems.  Mr. Liu has extensive capability in the development of computer data bases, including implementation of PC based control and management systems which utilize information stored in the data bases.  He has inclusive experience with a variety of computer modeling programs and is efficient in accessing the Internet and other computer based resources for collecting and organizing data. Mr. Liu is proficient with Auto-CAD and other drafting, GIS and graphic presentation software.  Previous experience includes development of computerized operation & maintenance systems,  civil/mechanical design of water resource facilities, and hydrology/hydraulic assessments.
